When the plague had begun, Queen of hearts knew that her people were not going to be able to make it, not without the resources they needed to survive. They needed supplies, the only upside that they had were the numbers, their own number.
When things took a turn for the worst, The Queen of Hearts sent out scouts, to search for survivors, but instead of bringing them home, they were to take their supplies and kill them. But this was only the begining after time she found groups of people, all hauled up and she began giving them tolls to pay, you pay the fine, wither it be food, water, ammo, or guns and she allows you and your people to live.
